The programme is led by Dubai Land Department in partnership with 12 real estate firms, including Deyaar, Wasl and others. Other companies working with the DLD on the scheme include SBK Real Estate, Al Showaib, Rocky Real Estate, SRG Properties, Modern Real Estate, Harbor Real Estate and Dubai World Real Estate. The mandate is straightforward: the programme allows tenants renting through participating real estate companies to choose monthly, quarterly or annual payment plans, helping to ease upfront financial commitments.

"We have an agreement with twelve real estate companies that they can divide the instalment plan, provide grace period and redesign the payment plan," rental affairs director at DLD Khalid Al Shaibani said. Flexible options include divided instalments, redesigned payment schedules and grace periods to support affordability amid rising living costs. In specific cases, annual rent increases may be waived under the scheme to further relieve tenant burdens.

The structural thesis is that Dubai's traditional rental payment archetype — one, two, or four post-dated cheques covering significant portions of annual rent — creates liquidity compression for households managing other living expenses. Traditionally, most Dubai tenants pay rent through one, two, four or six cheques covering significant portions of their annual rent; while the system has worked for many years, it often requires residents to commit substantial amounts of money upfront, creating financial pressure for households managing other living expenses. The Flexi Rent model seeks to address this by introducing alternative payment structures that allow tenants to spread costs over shorter intervals.

These include monthly rental payments, quarterly instalments and semi-annual plans; in some cases, payment schedules may be extended for up to 12 months, enabling residents to better align rent payments with their monthly income and financial obligations. Rent will remain the same whether it is paid in monthly installments or in one or two cheques. Rent can also be paid by debit or credit card under the agreement between the tenant and the landlord. The fee for bounced cheques will also be waived as part of the initiative, according to officials.

Crucially, the initiative applies to new and renewed tenancy contracts, and the scheme is available not only to new tenants but also to existing residents; those currently renting under annual or multiple-cheque contracts can approach participating landlords and property management companies to explore whether their payment arrangements can be revised under the Flexi Rent framework. Rental incentives, discounts and promotional packages are also being provided for new tenants.

The regulatory and operational framework rests with DLD. DLD will also provide the regulatory and coordination framework necessary for the implementation of the initiative, including supplying partners with relevant guidelines, updates and requirements, supporting technical integration with approved systems and monitoring the initiative's overall performance in coordination with participating entities. The department will also promote participating properties through its official channels, including the Dubai REST application and other digital platforms.

The partnership also includes monitoring the results of the pilot scheme based on a set of key performance indicators; these include the number of rental units covered by the initiative, the number of tenancy contracts concluded under the 'Flexi Rent' model, occupancy rates, tenants' payment compliance levels, the extent to which flexible payment options are used and the number of incentives offered to new tenants.

The initiative aligns with broader policy mandates. DLD said the programme supports the objectives of the Dubai Real Estate Sector Strategy 2033, which seeks to enhance the competitiveness of the property market through innovation, sustainability and customer-focused services. The initiative is also aligned with the goals of the Dubai Economic Agenda D33, which aims to strengthen Dubai's position among the world's leading cities for business, investment and quality of life.

"In addition, the affordable rental initiative is under the umbrella of other initiatives that will be coming soon," Mr Al Shaibani said. In the next two months, there will be another initiative that will support stability with "the same goal to make … Dubai the best city to live, work, and enjoy". "We want to emphasise that affordable leasing is not the end of the road, but rather the beginning of a new era of real estate innovation," he said during the launch on Tuesday.
