Abu Dhabi’s Department of Municipalities and Transport has signed heads of terms with Plenary Middle East for a proposed headquarters for Abu Dhabi Mobility.
The plan brings the Integrated Transport Centre and Traffic Management Centre together, alongside DMT workspace, commercial offices and retail. Announced on 30 September, the arrangement envisages a long-term lease, with Plenary working alongside DMT on financing, development, operation and maintenance of the proposed facility.

This is an agreement on proposed terms, not evidence that the building is completed or that construction has begun.
For the commercial market, the relevant feature is the combination of a government operational use with commercial space.
